This was a Canadian TV pilot filmed in 1978 but unaired until 1982. It never went to series, and I can see why. The storyline is muddled and confusing, the acting is pathetic, the visual effects barely deserve the name, and the whole 70-minute exercise is just plain dull.

The premise is that some time in the future, a Soviet-like regime called The Movement has taken over the government. Tom Weston, A/K/A Prisoner 984, has been incarcerated for ten years. He is repeatedly tortured by a visibly insane warden, who wants 984 to confess to crimes he knows full well the man did not commit.

How, exactly, would they have made that premise into a weekly series? Your guess is as good as mine--especially since Prisoner 984 appears to have died at the end!
